New Mexico ranked #4 in Charter School Accountability

According to an article released in Santa Fe by the New Mexico Public Education Department, New Mexico ranked #4 in the United States for charter school accountability.
A recent study released by the National Alliance For Public Charter Schools, moved New Mexico up 16 places from 2011. The report, Measuring Up to the Model: A Ranking of State Charter School Laws, recognizes New Mexico for the quality of its charter school laws including strengthened performance-based charter contract requirements.
Governor Susana Martinez signed a new law in 2011 which would require annual evaluations for accountability and contracts between charter schools and authorizers as well as provide a means to revoke a charter from any school not meeting requirements in student achievement.
Governor Martinez expressed, ?Our efforts to reform education in New Mexico include making sure all schools serve every student. This report shows, once again, education reform is making New Mexico a national leader.?
Today, New Mexico charter schools serve over 17,000 students in over 80 schools across the state.
The Public Education Department is aggressively working to finalize the law signed in 2011 which will bring stronger accountability to charter schools along with New Mexico's new A-F School Grading System.

Report: Ford to Emulate Lexus and Audi to Lift Struggling Lincoln Brand
Every day, automotive pundits around the world come up with clever and witty remarks (and sometimes not so clever or witty) to praise and degrade each new and rumored and speculated car in the industry, and the best way to tell whether one brand is more relevant than another is to assess the amount of publicity it receives.? Here, even bad press is good press: Hyundai has famously used negative press as constructive criticism, and used it as advice to better its cars and image.
On the other hand, no news in this case is bad news. Especially for Lincoln. When was the last time you heard a good Lincoln joke? That no one even bothers to kick the three-legged dog that is Lincoln just shows how irrelevant the once prominent luxury brand has become.
Oh, but they?ve been in the news, right? Ford?s luxury brand unveiled the 2013 Lincoln MKS last November at the LA Auto Show and presumably, the 2014 Lincoln MKS at the Detroit Auto Show in January. Know what happened? The automotive industry collectively yawned. We named both vehicles to our duds list from both auto shows and have largely forgotten them since. But, why?
This isn?t the first time Ford has tried to reinvigorate Lincoln. About a decade ago, the brand was undergoing a makeover worthy of its own reality show, spearheaded by the front-engine, rear-drive LS sedan. While the LS didn?t ever quite set sales charts on fire, its advertising campaign won awards, and the car itself won its share of critical acclaim as a solid B-plus effort against European brands. Sadly, the LS lasted only one generation, and we never got to see what an improved version of the car could be. Instead, budget cutbacks forced Lincoln back into its more traditional role of offering little more than Fords with extra chrome.
Establishing Lincoln as an aspirational brand has been the company?s biggest challenge, and reports now suggest that the needs-a-do-over brand is studying the transformation that Lexus and Audi have made as they evolved into distinct lines separate from each brand?s parent company (Toyota and Volkswagen, respectively).
The priority is to create vehicles ?uniquely Ford and uniquely Lincoln,? said Derrick Kuzak, Ford?s global product development chief. Of course, it?s not hard to see that the MKS is little more than a dressed-up Ford Fusion, the car on which it is based. And consumer perception shares this image. Whereas the Toyota Camry and Lexus ES have traditionally shared platforms, Lexus has achieved a sense of autonomy from Toyota in the public eye while Lincoln has failed to distance itself from less-than-premium Ford.
A successful luxury brand ?has to offer something that you can?t get from your mainstream brand,? said Michael Robinet, managing director of IHS?AutomotiveConsulting.
But has Lincoln? Part of the brand?s supposed transformation began when Ford created a separate Lincoln team, and like Audi, whose designers work hundreds of kilometers away from those at Volkswagen, giving them a dedicated design space in its own building. In addition to having ?different sheetmetal,? Lincoln, like Lexus, will look to sharpen the premium car buying-at-the-dealership experience.
Of course, Lincoln first needs to attract potential customers. At the moment, to the extent that Lincoln envisions, we?re not sure it can.

NEWARK, N.J. (AP) ? The mayor and police director of New Jersey's largest city said Wednesday the New York Police Department misled their city and never told them it was conducting a widespread spying operation on Newark's Muslim neighborhoods. Had they known, they said, they never would have allowed it.
"If anyone in my police department had known this was a blanket investigation of individuals based on nothing but their religion, that strikes at the core of our beliefs and my beliefs very personally, and it would have merited a far sterner response," Newark Mayor Cory Booker said.
In mid-2007, the NYPD's secretive Demographics Unit fanned out across Newark, photographing every mosque and eavesdropping in Muslim businesses. The findings were cataloged in a 60-page report, obtained by The Associated Press, that served as a police guidebook to Newark's Muslims. There was no mention of terrorism or any criminal wrongdoing.
Officials reacted strongly on Wednesday.
"It is deeply offensive to me to do blanket surveillance for no reason other than religious affiliation," said Booker, who called on his state's attorney general to investigate.
Newark Police Director Samuel DeMaio, who was deputy chief of the department at the time, said the NYPD asked to be shown around the city. New York police said it was part of an investigation but never revealed what it was about, DeMaio said.
"We really want to be clear: This type of activity is not what the Newark PD would ever do," he said.
New Jersey Gov. Chris Christie, who was the top federal prosecutor in the state in 2007, said he didn't remember the NYPD ever approaching him about surveillance in the city or a threat that would justify it. He called the Newark report "disturbing" and said Attorney General Jeffrey Chiesa was looking into the report.
"The NYPD has at times developed a reputation of asking forgiveness rather than permission," he said.
Such surveillance has become common in New York City in the decade since the Sept. 11, 2001, attacks. Nearly 3,000 Americans died when al-Qaida terrorists hijacked airliners and flew them into the World Trade Center in New York, the Pentagon near Washington and a field where one crashed in Pennsylvania.
Police have built databases showing where Muslims live, where they buy groceries, what Internet cafes they use and where they watch sports. Dozens of mosques and student groups have been infiltrated, and police have built detailed profiles of local ethnic groups, from Moroccans to Egyptians to Albanians.
But the NYPD's intelligence unit also operates far outside its jurisdiction and has worked to keep tabs on Muslims across the Northeast. The department has cataloged Muslim communities in Long Island, conducted undercover operations in New Brunswick, N.J., and has turned often innocuous Internet postings by Muslim student groups into police files.
The monitoring of Muslim college students across the Northeast drew sharp rebukes from administrators at Yale, Columbia and elsewhere earlier this week. But New York Mayor Michael Bloomberg issued his most vigorous defense of his police department to date.
"The police department goes where there are allegations. And they look to see whether those allegations are true," he told reporters Tuesday. "That's what you'd expect them to do. That's what you'd want them to do. Remind yourself when you turn out the light tonight."
NYPD spokesman Paul Browne did not respond to a message seeking comment on the Newark effort Wednesday. He has previously denied the existence of the Demographics Unit.
The documents obtained by the AP show, for the first time in any detail, how the NYPD's intelligence-gathering efforts stretched outside the department's jurisdiction. New Jersey and Long Island residents had no reason to suspect the NYPD was watching them. And the department is not accountable to their votes or tax dollars.
NYPD conducted similar operations in Suffolk and Nassau counties on suburban Long Island, according to police records. The NYPD frequently operates outside its jurisdiction without telling federal or local officials.
The report left Newark Muslims grasping for explanations as they saw pictures of their mosques and businesses in police files.
"All of these are innocent people," Nagiba el-Sioufi of Newark said recently while her husband, Mohammed, flipped through the NYPD report.
Egyptian immigrants and American citizens, the couple raised two daughters in the United States. Mohammed works as an accountant and is vice president of the Islamic Culture Center, a mosque a few blocks from Newark City Hall.
"If you have an accusation on us, then spend the money on doing this to us," Nagiba said. "But you have no accusation."
The Newark police director at the time, Garry McCarthy, is now in charge of the Chicago Police Department. He said the NYPD initiated the operation and none of his officers participated.
Newark authorities who investigated how the NYPD operation was carried out concluded McCarthy received the 60-page report from the NYPD, according to a Newark official. The official, who insisted on anonymity because the inquiry was ongoing, said there was no evidence that McCarthy circulated the report to anyone else.
The goal of the report, like others the Demographics Unit compiled, was to give police at-their-fingertips access to information about Muslim neighborhoods. If police got a tip about an Egyptian terrorist in the area, for instance, they wanted to immediately know where he was likely to find a cheap room to rent, where he might buy his lunch and at what mosque he might attend Friday prayers.
"These locations provide the maximum ability to assess the general opinions and general activity of these communities," the NYPD Newark report said.
The effect of the program was that hundreds of American citizens were cataloged ? sometimes by name, sometimes simply by their businesses and their ethnicity ? in secret police files that spanned hundreds of pages:
? "A Black Muslim male named Mussa was working in the rear of store," an NYPD detective wrote after a clandestine visit to a dollar store in Shirley, N.Y., on Long Island.
? "The manager of this restaurant is an Indian Muslim male named Vicky Amin" was the report back from an Indian restaurant in Lindenhurst, N.Y., also on Long Island.
? "Owned and operated by an African Muslim (possibly Sudanese) male named Abdullah Ddita," was the summary from another dollar store in Shirley, N.Y., just off the highway on the way to the Hamptons, the wealthy Long Island getaway.
In one report, an officer describes how he put people at ease by speaking in Punjabi and Urdu, languages commonly spoken in Pakistan.
There are no allegations of terrorism in the Demographics Unit reports, and the documents make clear that police were interested only in locations frequented by Muslims. The canvass of businesses in Newark mentions Islam and Muslims 27 times. In one section of the report, police wrote that the largest immigrant groups in Newark were from Portugal and Brazil. But they did not photograph businesses or churches for those groups.
"No Muslim component within these communities was identified," police wrote, except for one business owned by a Brazilian Muslim of Palestinian descent.
Polls show that most New Yorkers strongly support the NYPD's counterterrorism efforts and don't believe police unfairly target Muslims. Civil rights groups and Muslim activists, however, have called for Police Commissioner Ray Kelly's resignation over the spying and the department's screening of a video that portrays Muslims as wanting to dominate the United States.
In Newark, the report was met with a mixture of confusion and anger.
"Come, look at yourself on film," Abdul Kareem Abdullah called to his wife as he flipped through the NYPD files at the lunch counter of their restaurant, Hamidah's Cafe.
An American-born citizen who converted to Islam decades ago, Abdullah said he understands why, after the 9/11 terror attacks, people are afraid of Muslims. But he said he wishes the police would stop by, say hello, meet him and his customers and get to know them. The documents show police have no interest in that, he said.
"They just want to keep tabs on us," he said. "If they really wanted to understand, they'd come talk to us."
Newark Mayor Booker met with Islamic leaders while campaigning for his post. Those interviewed by the AP said they wanted to believe he didn't authorize the spying but wanted to hear from him directly.
"I have to look in his eyes," Mohammed el-Sioufi said at his mosque. "I know him. I met him. He was here."
Because officers conducted the operation covertly, the reports contain mistakes that could have been corrected had the officers talked to store owners or imams. If police ever had to rely on the database during an unfolding terrorism emergency as they had planned, those errors would have hindered their efforts.
For instance, locals said several businesses identified as belonging to African-American Muslims actually were owned by Afghans or Pakistanis. El-Sioufi's mosque is listed as an African-American mosque, but he said the imam is from Egypt and the congregation is a roughly even mix of black converts and people of foreign ancestries.
"We're not trying to hide anything. We are out in the open," said Abdul A. Muhammad, the imam of the Masjid Ali Muslim mosque in Newark. "You want to come in? We have an open door policy."
By choosing instead to conduct such widespread surveillance, Mohammed el-Sioufi said, police send the message that the whole community is suspect.
"When you spy on someone, you are kind of accusing them. You are not accepting them for choosing Islam," Nagiba el-Sioufi said. "This doesn't say, 'This guy did something wrong.' This says, 'Everyone here is a Muslim.'"
"It makes you feel uncomfortable, like this is not your country," she added. "This is our country."

HP CEO pleads patience as earnings fall 44 percent

NEW YORK (AP) ? Hewlett-Packard Co. CEO Meg Whitman pleaded for patience Thursday as she described operational challenges and other internal problems that contributed to a decline in earnings at one of the world's largest technology companies.
Even as HP blamed weak consumer demand and supply shortages due to flooding in Thailand for lost revenue opportunities in the latest quarter, Whitman said years of underinvestment in systems and procedures made those problems worse.
She described a company in transition and said HP needed to improve internal procedures and reduce costs to free up money for investments in growing areas. She said HP, which now makes much of its revenue from computers and printers, sees opportunities in security services, information management and Internet-based systems known as cloud computing.
Whitman described her turnaround plan as a "multiyear journey."
"I feel very good that we know the challenges," she said. "We know what we're going to do about them, and we're headed in the right direction."
HP's sales to consumers fared the worst in the November-January period, the first full quarter under Whitman. Revenue from consumer products and services fell 23 percent worldwide from a year earlier.
HP is the world's largest maker of PCs, but it's been performing poorly as buyers in the industrialized world turn their attention to Apple's iPads and Macs. Meanwhile, the company has been unable to properly capitalize on the growing appetite for PCs in emerging markets.
Whitman said HP also had to battle cautious spending by some business customers in the U.S. Worldwide, revenue in the company's commercial businesses fell 4 percent.
The company said it remained guarded about prospects in Europe, although some of the markets elsewhere in the world appear to be stabilizing.
HP earned $1.47 billion, or 73 cents per share, in the fiscal first quarter, down 44 percent from $2.6 billion, or $1.17 a share, a year earlier. Adjusted for one-time items, the company earned 92 cents per share, above the 87 cents expected by analysts surveyed by FactSet.
Revenue was $30 billion, down 7 percent from $32.3 billion and slightly below expectations of $30.7 billion. The revenue drop was even steeper, 8 percent, when taking out the effect of changes in currency exchange rates. It was the fastest revenue decline for the company since the recession hit 2009 results.
HP blamed flooding in Thailand for more than half of its revenue drop. The floods last year disrupted manufacturing of storage drives, a key component in PCs. HP said it decided to divert resources to higher-margin products, but it didn't do as well as it expected because of ongoing operational problems.
"We were not as effective as we needed to be in matching that supply with that demand," Whitman said during a conference call with analysts.
Whitman said the company will focus first on stabilizing its finances and improving its operations. She said the company needs to do better, for instance, at turning orders into products faster than its rivals.
And while she described HP as "world class" in buying components, "I'm not sure I'd say we were world class in terms of how we think end to end about supply chain."
Whitman replaced Leo Apotheker in September after a short and stormy reign. Apotheker announced that HP was looking to jettison its PC unit, which has large volume but small profits. That scared off some buyers, who may not have come back when Whitman decided to keep the division.
For the current quarter, the Palo Alto, California, company said it expects earnings of 88 cents to 91 cents per share. Analysts were expecting 95 cents per share.
HP shares fell 37 cents, or 1.2 percent, to $28.60 in extended trading, after the release of the results. Earlier, it fell 41 cents, or 1.4 percent, to close at $28.94.
Results were buoyed by HP's business of providing information technology services to corporations. The company's second-largest division, after PCs, saw a revenue increase of 1 percent from a year ago.
Sales from the printing division, HP's third-largest, were down 7 percent, and its profitability continued to sag. Sales of printers fell faster than ink and toner sales.

Superbugs from space offer new source of power
ScienceDaily (Feb. 21, 2012) ? Bacteria normally found 30km above Earth have been identified as highly efficient generators of electricity.
Bacillus stratosphericus -- a microbe commonly found in high concentrations in the stratosphere orbiting Earth with the satellites -- is a key component of a new 'super' biofilm that has been engineered by a team of scientists from Newcastle University.
Isolating 75 different species of bacteria from the Wear Estuary, Country Durham, UK, the team tested the power-generation of each one using a Microbial Fuel Cell (MFC).
By selecting the best species of bacteria, a kind of microbial "pick and mix," they were able to create an artificial biofilm, doubling the electrical output of the MFC from 105 Watts per cubic metre to 200 Watts per cubic metre.
While still relatively low, this would be enough power to run an electric light and could provide a much needed power source in parts of the world without electricity.
Among the 'super' bugs was B. Stratosphericus, a microbe normally found in the atmosphere but brought down to earth as a result of atmospheric cycling processes and isolated by the team from the bed of the River Wear.
Publishing their findings February 21 in the American Chemical Society's Journal of Environmental Science and Technology,
Grant Burgess, Professor of Marine Biotechnology at Newcastle University, said the research demonstrated the "potential power of the technique."
"What we have done is deliberately manipulate the microbial mix to engineer a biofilm that is more efficient at generating electricity," he explains.
"This is the first time individual microbes have been studied and selected in this way. Finding B.Stratosphericus was quite a surprise but what it demonstrates is the potential of this technique for the future -- there are billions of microbes out there with the potential to generate power."
The use of microbes to generate electricity is not a new concept and has been used in the treatment of waste water and sewage plants.
Microbial Fuel Cells, which work in a similar way to a battery, use bacteria to convert organic compounds directly into electricity by a process known as bio-catalytic oxidation.
A biofilm -- or 'slime' -- coats the carbon electrodes of the MFC and as the bacteria feed, they produce electrons which pass into the electrodes and generate electricity.
Until now, the biofilm has been allowed to grow un-checked but this new study shows for the first time that by manipulating the biofilm you can significantly increase the electrical output of the fuel cell.
Funded by the Engineering and Physical Sciences Research Council (EPSRC), the Biotechnology and Biological Sciences Research Council (BBSRC) and the Natural Environment Research Council (NERC), the study identified a number of electricity-generating bacteria.
As well as B. Stratosphericus, other electricity-generating bugs in the mix were Bacillus altitudinis - another bug from the upper atmosphere -- and a new member of the phylum Bacteroidetes.

We are buying a trailer in Indiana, but had to move to Ohio for personal reasons, and my sister agreed to move in the trailer to help us keep it by making payments while she lived there. Now we are back after 2 years and we want our trailer back and she won't give it back. Everything is still in our name not hers. But she has made the payments on it for those 2 years. So can we take it back legally or not?

On top of which, Rango was just one of well over 100 characters that populated the film. ?All of these characters had some combination of scales, feathers, or fur and all had clothing. We strove to create a very tactile world for Rango,? said ILM?s Hal Hickel, animator director on the film. ?We wanted to create the illusion that if you could reach out and touch objects in the frame you?d know exactly what they would feel like, so it was very important that our software enable us to show as much detail as possible at each phase of the process. Latvia rejects proposal to name Russian an official language
Latvia's rejection of the proposal ? and its strong support in one section of the country ? highlights the deep divide between ethnic Latvians and Russians who have made a home there.
Latvian voters resoundingly rejected a proposal to give official status to Russian, the mother tongue of their former Soviet occupiers, though the referendum defeated Saturday is expected to leave scars on an already divided society.
Skip to next paragraphRussian is the first language for about one-third of the Baltic country's 2.1 million people, and many of them would like to accord official status to the language to reverse what they claim has been 20 years of discrimination.
But for ethnic Latvians, the referendum was a brazen attempt to encroach on Latvia's independence, which was restored two decades ago after a half-century of occupation by the Soviet Union following World War II.
Many Latvians still consider Russian ? the lingua franca of the Soviet Union ? as the language of the former occupiers. They also harbor deep mistrust toward Russia and worry that Moscow attempts to wield influence in Latvia through the ethnic Russian minority.
"Latvia is the only place throughout the world where Latvian is spoken, so we have to protect it," said Martins Dzerve, 37, in Riga, Latvia's capital. "But Russian is everywhere."
With over 93 percent of ballots counted, 75 percent of voters said they were against Russian as a national language, according to the Central Election Commission results.
However, in the eastern region of Latgale, which straddles the border with Russia, a majority of voters approved changing the constitution to make Russian a national language. The region is Latvia's poorest and has a high percentage of ethnic Russians and other minorities.
"Society is divided into two classes ? one half has full rights, and the other half's rights are violated," said Aleksejs Yevdokimovs, 36. "The Latvian half always employs a presumption of guilt toward the Russian half, so that we have to prove things that shouldn't need to be proven," he said.
The referendum sparked high voter participation, with more than 70 percent of registered voters casting ballots ? considerably higher more than in previous elections and referendums. Long lines were seen at many precincts both in Latvia and abroad, with voters in London reportedly braving a three-hour wait.
In Chicago, Mara Varpa, 57, said she voted against the proposal since Latvian is an integral part of the national identity and should therefore remain the sole official language.
"I don't think there should have been a referendum to begin with because it's already in the constitution, but since there was I had to vote," Varpa said.
Though the Russians who spearheaded the referendum admitted they had no chance at winning the plebiscite, they at least hope the approximate 25 percent of support will force Latvia's center-right government to begin a dialogue with national minorities.
Hundreds of thousands of Russians, Belarussians and Ukrainians moved to Latvia and the neighboring Baltic republics during the population transfers of the Soviet regime. Many of them never learned Latvian and were denied citizenship when Latvia regained independence, meaning they don't have the right to vote or work in government.
According to the current law, anyone who moved to Latvia during the Soviet occupation, or was born to parents who moved there, is considered a noncitizen and must pass the Latvian language exam in order to become a citizen.
There are approximately 300,000 noncitizens in Latvia.
Politicians and analysts said the plebiscite will widen the schism in society and that the government will have to undertake serious efforts to consolidate the country's two groups.
Many fear the disgruntled minority will keep up the pressure by calling for more referendums to change Latvia's constitution for minorities' benefit.
