Report reveals earlier problems at North Sea gas site

The Elgin drilling platform in the North Sea has been leaking natural gas since 25 March, and is still at risk of catching fire or even exploding.

Total, the company in charge of the platform, had already experienced problems at the site. A report written by one of its drilling managers and published last year describes how difficult it is to pump gas from the deep Elgin field. It even explains exactly how drilling operations can damage the wells in ways that may have led to this week's leak.

Demand for natural gas has risen steadily over the last 30 years, and global gas production has more than doubled in that time. Gas producers like Total have turned to increasingly difficult reserves to meet those demands.

The Elgin field is one of those difficult reserves. At 5500 metres it is among the deepest active gas fields in the North Sea. Temperatures there reach 200 ?C and the gas is under 1100 bars of pressure. Last year's report explains that working with this kind of high-pressure/high-temperature (HP/HT) field is a particular challenge (Journal of Petroleum Technology, vol 63, p 116).

Once gas extraction begins, the pressure within any gas field will naturally begin to fall, but the drop is particularly acute in HP/HT reservoirs. This means that pressure at depth can vary dramatically and unpredictably once extraction begins, which makes it difficult to sink additional wells at a later date without damaging the expensive drilling equipment. To extract as much gas as possible, companies normally drill several wells into the reservoir before opening any of them. This ensures that they have backup wells, should some fail.

Wells failed

In fact, many of the wells in the Elgin field and the neighbouring Franklin field have failed since Total began extracting gas there in 2001, according to the report. The casings of some of the wells became badly deformed and their internal diameters shrank by 60 per cent, like damaged drinking straws. Others may have sheared off completely.

That damage was probably a direct result of gas extraction activities. The drop in pressure as gas was removed deformed the chalk layers above. Because the wells must pass through the chalk to reach the gas fields below, they too become deformed.

The damage to the well casings may explain this week's leak. We now know that its source is not the Elgin gas field itself, but rather a pocket of methane gas trapped within the chalk layers above. This methane somehow entered the casing of one well and travelled up to the Elgin platform.

The leaky well in question was actually closed over a year ago, and sealed at depth. But because Total continued to extract gas from the Elgin field, shearing forces within the chalk above may have cracked open the abandoned well-casing 4000 metres down ? 1500 metres above the main gas field ? allowing methane within the chalk to seep into the well and escape to the surface.

"Based upon the information we have available, I think it is highly probable this has happened," says Jon Gluyas of Durham University in the UK, who has 28 years of experience in the petroleum industry.

At the time of publication, Total had not responded to a request to comment on the relevance of last year's report to the current leak.

"Because of the demand for oil and gas, we will see this type of field exploited more often," Gluyas says. However, that does not necessarily mean we will see many more accidents along the lines of Elgin. Rather, the gas industry may improve its practices, for instance monitoring compaction in chalk layers more closely. "The industry will learn from this substantially," Gluyas says.

With so many business scandals lately, there?s often a damning email exposing wrongdoing, often sent by high-level employees.

Just last week, government officials investigating the collapse of MF Global released an email from the firm?s assistant treasurer that could implicate the CEO, former New Jersey Governor Jon Corzine.

The email states: ?Per JC?s direct instructions? millions of dollars were transferred out of customer accounts to cover a shortfall at the accounting firm, an act that could spell legal problems for both Corzine and the treasurer.

Email evidence like this isn?t unusual. Last year, an investigation into phone-hacking charges at News Corp. unearthed damning emails that showed top managers were informed about widespread illegal activity. And even the Oracle-Google patent fight has a ?damaging email? that is part of the saga. According to a recent article in Computer World, Google has been trying to keep an email written by one of its engineers out of the case.

So, the question is, why do people keep putting potentially harmful information in emails? Sure, it?s great for prosecutors who want to expose malfeasance at companies, but after so many public email faux pas you?d think people would have wised up.

One of the top reasons they haven?t is ?hubris,? maintained Dave Scher, an employment attorney with the Employment Law Group. ?People think they?re above the law.?

Scher represents employees in cases of retaliation or discrimination at work, and with about half of his cases he?s able to find emails that corroborate or confirm retaliatory or discrimination conduct.

One of the most blatant emails came from a boss who was pretending to be a licensed therapist. When his employees exposed him, the manager sent the worker an email basically stating he was firing him because he revealed his lie; a retaliatory move that?s illegal under labor laws.

Indeed, about a quarter of companies have had an employee e-mail subpoenaed as part of a lawsuit or regulatory investigation; and 9 percent ended up in court because of an employee email, according to the most recent report on business communications policies by the American Management Association and The ePolicy Institute. This despite that fact that about 80 percent of organizations have written email policies, the study found.

?What we have found is that people just don't think of e-mail as ?real,?? he explained. ?To them it's an ephemeral thing that is sent off into the ether, and which is a) private, and which b) can be deleted. Usually, both are untrue.?

Indeed, in most cases you can?t just scrub your emails away if you realize they could be career killers, or land you in legal hot water.

?Depending on industry and the size of an organization, emails are immediately written to an enterprise repository, which is accessible by legal and compliance functions. And which cannot be deleted, even if they are deleted from the e-mail client,? Canning noted.

And, he added, ?Financial regulators insist that e-mails are maintained for potential later investigation. Increasingly this is the case for IM messages as well, and they are likely to be the next big area where people get caught out.?

It?s not just illegal deeds that are exposed via email. Patti Johnson, a career expert and the CEO of PeopleResults, said the email flubs she sees most include:

  • The misinterpretation: ?Emails are often misinterpreted because you wrote it quickly, used the wrong tone or copied the world. A poorly worded or quickly written email can send the relationship in a downward spiral because it is misinterpreted.?
  • The misused CC: "This is often the equivalent of saying I need to let your boss know because I'm not sure you will get it done, or I need someone else to be involved. Use the CC with intent or you can end up with a trust issue on your hands unintentionally.?
  • The address mixup: ?Emails sent to the wrong person. Yes, it happens and it isn't pretty. You type the person's name in you are complaining about.?
  • The angry: ?Emails sent when you're mad. This is time to take a deep breath and make sure you have the facts and pause. A good rule of thumb is if you are going to send a flaming email out, sleep on it first or at least walk around the block. Because once it goes - you can't get it back.?

In the end, emails are ?permanent and very, very mobile,? stressed Margaret King, director of a consumer research think tank, The Center for Cultural Studies & Analysis.

?Never put anything in an email that you would not want quoted in the New York Times,? she advised. ?If the material is that sensitive, ask the recipient to give you a call, and transmit that way.?

Asia stocks fall after US confidence weakens

(AP) ? Asian stock markets fell Wednesday after a weaker U.S. consumer confidence reading shook hopes for a healthy rebound in the world's No. 1 economy.

Benchmark oil fell below $106 per barrel while the dollar rose against the euro but fell against the yen.

Losses in Asia followed Wall Street, where stocks pulled back after the Conference Board said its index of U.S. consumer confidence slipped in March. The mood was further dampened when the Federal Reserve Bank of Richmond, Virginia reported that a measure of regional manufacturing plunged this month.

Signs of an improvement in the U.S. economy emerged in recent weeks but the most recent indicators have been lackluster. Data released Tuesday in Washington showed home prices fell in January for a fifth straight month in most major U.S. cities, as modest sales increases have yet to boost prices.

On top of that, Federal Reserve chairman Ben Bernanke said the U.S. job market was still weak despite recent signs of improvement.

Hardest hit in Asia was China where investors worried that weak U.S. consumer demand could add to the contraction already being experienced by Chinese manufacturers. The Shanghai Composite Index tumbled 1.5 percent to 2,311.90 and the smaller Shenzhen Composite Index slid 2.7 percent to 922.82.

"All manufacturing in China is suffering from a margin squeeze. Exports are slowing down. The cost of business, oil prices and labor costs are increasing. Business is not that great," said Derek Cheung, chief investment officer at Neutron Partners INV Ltd. in Hong Kong.

Elsewhere in Asia, Japan's Nikkei 225 index dropped 0.8 percent to 10,170.20, a day after the benchmark shot to a one-year high.

Hong Kong's Hang Seng ceded 1 percent to 20,837.97 and South Korea's Kospi shed 0.6 percent to 2,028.78. Australia's S&P/ASX 200 bucked the trend, rising 0.9 percent to 4,337.80.

Analysts said some Japanese stocks were pulled lower by ex-dividend selling. Some investors had bought stocks because they were due to pay dividends and were now selling once the entitlement date to receive the dividend had past.

"Japan's index has been well supported by a weaker yen over the past few months and has outperformed the region. However, today the index was dented by over 200 Japanese stocks going ex-dividend," said Stan Shamu, market analyst at IG Markets in Melbourne.

Taiwan electronics manufacturer Hon Hai Precision Industry Co. rose 4.6 percent after announcing it is taking a 10 percent stake in Japan's struggling Sharp Corp.

Later Wednesday, the U.S. government will release data on durable goods orders for February. Durable goods are products expected to last at least three years, such as appliances, cars, machinery and airplanes.

"Along with the further drop in home prices, today's durable goods report should underscore what Bernanke said on Monday: that growth is not strong and further drops in the unemployment rate are unlikely until growth picks up," analysts at DBS Bank Ltd. in Singapore said in a research note.

The Dow Jones industrial average dropped 43.90 points, or 0.3 percent, to close at 13,197.73. The Standard & Poor's 500 index fell 3.99 points, or 0.3 percent, to 1,412.52. The Nasdaq composite fell 2.22 points, or 0.07 percent, to 3,120.35.

Benchmark oil was down 51 cents to $106.82 per barrel in electronic trading on the New York Mercantile Exchange. The contract gained 30 cents to $107.33 per barrel on the Nymex on Tuesday.

In currency trading, the euro fell to $1.3326 from $1.3336 late Tuesday in New York. The dollar fell to 82.86 yen from 83.09 yen.

(AP) ? As Afghanistan seizes more of the political spotlight, the Republican presidential candidates are quick to criticize President Barack Obama's handling of the war but struggle to explain how they would change the strategy they would inherit.

GOP front-runner Mitt Romney says Obama has exhibited "failed leadership" and should not have set a timetable for ending the war. But Romney won't say whether he would scrap the president's plans to bring the war to a close by the end of 2014. Rivals Rick Santorum and Newt Gingrich have questioned whether the U.S. should be in Afghanistan at all, but neither has plans for withdrawing tens of thousands of American troops.

The Republican reluctance to outline specific policy positions is evidence of the complex nature of managing the decade-long war as public support dwindles, and concerns that detailed campaign promises could pigeonhole a candidate if he goes on to win the White House.

It's a role reversal for the parties from 2008, when a Republican president was mired in a long and unpopular war and Democratic candidates, including Obama, tried to convince voters that they should take the reins.

But the political calculus for the current crop of Republicans is more complicated than it was for Obama in 2008. Obama opposed the Iraq war from the start and his election-year promise to bring it to an end put him in lockstep with the rest of his party.

This year's GOP candidates, however, find their party's hawkish tendencies butting up against the public's growing impatience with the Afghan war.

Six in 10 Americans see the war as not worth its costs, according to a Washington Post-ABC News poll released this month. Opposition to the war is bipartisan, and for the first time, the Post-ABC poll showed more Republicans "strongly" see the war as not worth fighting than say the opposite.

Yet many in the GOP have agreed with some of Obama's aggressiveness in Afghanistan, from increasing U.S. troop levels to ordering the raid that killed Osama bin Laden, the mastermind behind the attacks that drew the U.S. into the war in the first place.

Defense analyst Michael O'Hanlon said those actions have made it harder for Republican to come up with a distinctive and specific alternative war strategy.

"I think it reflects that this is not an issue that is so simple that reflexively turning to a Republican line of attack is going to be the answer," said O'Hanlon, a fellow at the Brookings Institution, a Washington-based think tank.

But the recent series of troubling episodes in Afghanistan, including the accidental burning of Qurans by U.S. forces and the alleged killing of 17 Afghan civilians by an American soldier, have focused fresh attention on how the U.S. plans to get out of Afghanistan and whether a Republican president would pursue a different course than Obama.

The president's withdrawal plan, in coordination with NATO allies and Afghanistan, calls for the U.S. to move into a support role in Afghanistan in 2013 and hand over security responsibility to the Afghans by the end of 2014. The administration is negotiating with Afghanistan about a U.S. presence there after 2014 and is trying to reach a political breakthrough with the Taliban.

Republicans have criticized the 2014 benchmark, saying Obama's decision to put a timetable on withdrawal puts U.S. gains in Afghanistan at risk.

"Why in the world do you go to the people that you're fighting with and tell them the date you're pulling out your troops? It makes absolutely no sense," Romney said in February.

Santorum said it "gave them something which you should never give an enemy, which is hope."

But neither candidate has said whether he would abandon the NATO-backed 2014 withdrawal plan, which would be well under way by the time either took office in January. Nor has either said whether his own war strategy would keep the U.S. fighting in Afghanistan past that date.

Romney, who is on track to win the nomination, has been especially vague about how many U.S. forces he would keep in Afghanistan and for how long. He has both pledged to ensure a "force level necessary to secure our gains and complete our mission successfully" while also promising to bring troops home "as soon as humanly possible."

The former Massachusetts governor says he can't get more specific until he gets guidance from the military, and plans to conduct a full interagency war review upon taking office.

Democrats say Romney's lack of clarity on Afghanistan will be a liability in a general election race against Obama.

"What's clear is that he lacking a core set of experiences so he gets pulled back and forth between the 'let's double down' strategy and public opinion polls think that 10 years is enough," said Heather Hurlburt, a foreign policy expert who worked in the Clinton administration and now heads the National Security Network, a progressive organization.

Romney has drawn one clear distinction with the president. He opposes Taliban negotiations and says the U.S. should not hold talks with a group trying to kill American soldiers.

As Romney seeks the right strategy for success in Afghanistan, Santorum and Gingrich have started to question whether there is even a mission in Afghanistan worth completing.

"We have to either make a decision to make a full commitment, which this president has not done, or we have to decide to get out and probably get out sooner" than planned in 2014, Santorum said in a recent interview.

Gingrich has said the U.S. is "risking the lives of young men and women in a mission that may, frankly, not be doable."

Neither candidate, however, has said how those concerns would translate into an actual war strategy or whether he would speed up Obama's withdrawal timetable if elected.

The only Republican contender with a clearly articulated war strategy is Texas Rep. Ron Paul. The Libertarian-leaning Paul long has opposed the war and says he would quickly end the war once in the White House.

Cutting Down the Family Tree ? Triathlon & Stuff

I went to sleep last night knowing that my Nana wouldn?t be alive when I woke up this morning. She passed away about 7:30am. It wasn?t unexpected. She had fractured her leg about 5 weeks ago when she was moved to a new nursing home. Her diabetes was not as well controlled at the new home either. The reality is I lost her several years ago. Dementia ravished her brain. I bet an autopsy would find significant amyloid plaque build up in her brain. She?s been battling that beast for at least 6 years now. In many respects, death is a better solution then staying alive.

Nana and I

In the last 13 months, I?ve lost my entire genetic giving tree on the Jastrzemski side of my family. First my Granddad last February. Then Mom on my birthday in July, and now one day short of 8 months later, my Nana.

But in the big picture, I?ve been rather lucky. Not many 39 year olds can say that they still had 3 out of 4 grandparents alive. I got a lot of time with my grandparents, and at 40, while I?m down two, I?m still getting time with one of them. Most of the people I know my age, haven?t had that blessing. The majority of people had at most, two grandparents alive when they were 30.

Goodbye Nana. Say hello to Granddad and Mom for me please.

Egypt-Hamas standoff leads to Gaza power crisis

GAZA CITY, Gaza Strip (AP) ? A dispute between Egypt and Gaza's Hamas government has produced the worst energy crisis here in years: Gazans are enduring 18-hour-a-day blackouts, fuel is running low for hospital backup generators, raw sewage pours into the Mediterranean Sea for lack of treatment pumps and gas stations have shut down.

The fuel and electricity shortages, which have escalated over the past two months, are infuriating long-suffering Gazans who say their basic needs, perhaps more than ever, are being sacrificed for politics.

"Life here is getting worse every day," said Rawda Sami, 22, part of a group of students waiting in vain for public taxis outside the Islamic University. "There is no power, no transportation, and none of the leaders are thinking of us."

Ostensibly the spat revolves around fuel supplies from Egypt ? but on a broader level, it is linked to Egypt's troubled relationship with Hamas and its long-standing deep ambivalence toward Gaza itself.

Hamas wants not just fuel: It hopes to leverage the crisis into getting Egypt to open a direct trade route with Gaza. Such an outcome might stabilize the Islamic militants' rule over the territory they seized in 2007 from Western-backed Palestinian President Mahmoud Abbas, headquartered in the West Bank.

Egypt refuses, wishing to keep Gaza at arms' length, and to avoid absolving Israel from continuing responsibility for the crowded, impoverished slice of Mediterranean coast. Israel withdrew soldiers and settlers from Gaza in 2005, after a 38-year military occupation, but still controls access by air and sea ? and, except for the several mile (kilometer) long border with Egypt, by land.

After the Hamas takeover, Israel and Egypt imposed a border blockade on Gaza to try to dislodge the new rulers. Since the fall of Egypt's pro-Western President Hosni Mubarak last year, Cairo has eased restrictions on passenger traffic but has refused to open a cargo route. Instead, it largely has turned a blind eye to smuggling fuel and other supplies through hundreds of border tunnels.

The fuel crisis has its origins in the decision by Hamas, more than a year ago, to use smuggled fuel to run the territory's only power plant instead of paying for more expensive fuel coming through an Israeli cargo crossing. The plant normally provides 60 percent of Gaza's electricity.

Several weeks ago, the flow of smuggled Egyptian fuel began to slow: Egypt was itself suffering shortages, and it grew annoyed that Hamas was profiting by imposing tariffs on subsidized fuel meant for Egyptians.

The Gaza power plant shut down on Feb. 10 and has been mostly offline since. Depots of fuel for transportation gradually ran low, and major gas stations in Gaza City closed several days ago.

In recent days, no smuggled fuel has reached Gaza, traders say.

As a result, hospitals say fuel supplies for generators have run dangerously low, endangering hundreds dependent on steady electricity, including premature babies in incubators, kidney patients on dialysis and those in intensive care. Half the ambulances serving Gaza's biggest hospital have been grounded.

Most cars are now off the streets, and large crowds fight over the few public taxis. The Gaza Cabinet ordered some 1,800 civil servants with government-issue cars to start picking up hitchhikers.

Those with diesel cars have begun pouring used cooking oil into their tanks. Water supplies have dropped sharply because there's not enough fuel to pump it up from wells. Sewage is discharged into the Mediterranean because waste-treatment pumps can't operate.

"The storage in Gaza is zero and within 48 hours, we will see a real disaster in terms of health, water and transportation," said Amjad Shawa, who heads a network of Gaza civic groups.

Gaza has had fuel problems since the start of the Israeli-Egyptian border blockade. The West Bank and Gaza, both captured by Israel in the 1967 war, lie on either side of the Jewish state. Over the past decade, Israel has enforced strict travel restrictions between the two, raising Arab concerns that it wants to "unload" Gaza onto Egypt and limit any future Palestinian state to a part of the West Bank.

Egypt also wants market rates for its fuel, which Hamas says it cannot afford. In recent days, Hamas officials have visited Qatar, Turkey, Bahrain and Iran in search of fuel subsidies. Gaza's prime minister, Ismail Haniyeh of Hamas, said Qatar has promised to help.

Yousef Rizka, an adviser to Haniyeh, accused Egypt of "political blackmail" and called on Egypt's newly elected parliament, dominated by Islamists, "to solve this problem."

Hamas officials also suspect Egypt is using the fuel issue to indirectly pressure the movement into accepting a Palestinian unity deal that would help Abbas regain some control in Gaza. Hamas leaders in Gaza have blocked the deal signed last month by their top leader in exile, Khaled Mashaal.

In recent days, Hamas has sent dozens of supporters to demonstrate near the Egyptian border to demand that Cairo start sending fuel.

But Hamas faces growing discontent.

"The government is responsible to find a solution for us," said Amjad Daban, a 44-year-old teacher who spent an hour Wednesday looking for transport. "I don't care where the fuel will come from. What I need is to find electricity and transportation."

Caught off guard were landowners and property rights groups that opposed the relocation. They filed a request for a temporary restraining order Monday afternoon to halt the move.

Helena attorney Cory Swanson said moving the animals without public notice following years of controversy amounted to a "sneak attack."

After state district Judge John McKeon in Glasgow did not rule on the request by the close of business Monday, Swanson said he would return Tuesday with a request for the animals to be ordered back to the Yellowstone area.

For the Assiniboine and Sioux tribes of Fort Peck, tribal leaders said the relocation offers a chance to revive their connection with an animal that historically provided food, clothing and shelter for their ancestors.

The trip from Yellowstone was capped by a welcoming caravan of tribal members who fell into line behind the trailers that carried the bison across the Missouri River and onto the reservation.

"One of the main things we're trying to do is preserve the genetic integrity of these animals," Magnan said. "The cultural links from those genetics will be the closest to the bison of our ancestors."
